What is an ELA1 aircraft?
|
An ELA1 is a non-complex motor-powered aircraft with a maximum take-off mass (MTOM) of less than 1,200 kg.

What are the main changes?
|
The change in regulation transfers the responsibility for the maintenance programme from the CAA to the aircraft owner. Owners can self-declare their aircraft maintenance programme which can be based on the minimum inspection (MIP) template, the manufacturer’s recommendations, or a combination of the two. The SDMP shall not be less restrictive than the MIP, must be specific to the aircraft and must include a declaration signed by the owner/operator that they accept full responsibility for the programme’s content. Also, an Annual inspection and issue of the Airworthiness Review Certificate (ARC) can be done at the same time by the Part M subpart F or Part 145 approved maintenance organisation, as long as the same authorised engineer certifying the inspection also carries out the airworthiness review.

When should this transition take place?
|
The transition to the MIP, manufacturer’s recommendations or self-declared maintenance programme can take place at any time from now. It shall be completed at the next Airworthiness Review Certificate (ARC) issue or extension, but no later than 30 September 2017. Owners may however choose to move at any time before the expiry of their current ARC.

What if my aircraft is not an ELA1 aircraft?

The timescale for aircraft over 1200kg is yet to be announced.
Annex II aircraft with MTOM under 1200kg are not currently affected by these changes of regulation. |
